关于发布2016年《国家先进污染防治技术目录(VOCs防治领域)》的公告


  为贯彻《中华人(ren)民共和(he)国环境保护法(fa)》和(he)《中华人(ren)民共和(he)国大气污(wu)染(ran)(ran)防(fang)(fang)(fang)治(zhi)法(fa)》,落(luo)实党中央、国务(wu)院对(dui)大气污(wu)染(ran)(ran)防(fang)(fang)(fang)治(zhi)工作(zuo)的要求,实施《大气污(wu)染(ran)(ran)防(fang)(fang)(fang)治(zhi)行(xing)动计划》等(deng)文(wen)件,加快先(xian)(xian)进污(wu)染(ran)(ran)防(fang)(fang)(fang)治(zhi)技术(shu)示范、应用和(he)推广,我部组(zu)织有关单位(wei)筛选(xuan)了一批挥发性有机物(wu)(VOCs)污(wu)染(ran)(ran)防(fang)(fang)(fang)治(zhi)先(xian)(xian)进技术(shu),形成2016年《国家先(xian)(xian)进污(wu)染(ran)(ran)防(fang)(fang)(fang)治(zhi)技术(shu)目录(VOCs防(fang)(fang)(fang)治(zhi)领域)》,现予发布(bu)。

    新兴(xing)需(xu)求烯烃装(zhuang)置(zhi)年底集中投产令甲醇(chun)(chun)期货(huo)一度(du)燃起上涨的(de)(de)(de)希望(wang),怎奈生不(bu)逢(feng)时,处在(zai)国际(ji)原(yuan)油(you)断(duan)(duan)崖(ya)式下(xia)(xia)跌(die)(die)(die)的(de)(de)(de)背景(jing)下(xia)(xia),负面因(yin)素骤(zhou)起不(bu)但(dan)淹没(mei)了此前(qian)的(de)(de)(de)看(kan)涨呼声,而且(qie)冲(chong)击了市(shi)(shi)场的(de)(de)(de)做多信心。自月底以(yi)(yi)来,甲醇(chun)(chun)期货(huo)转(zhuan)入快速下(xia)(xia)探模式。截至昨(zuo)日(ri)收(shou)盘,1505合约累(lei)计(ji)跌(die)(die)(die)幅(fu)已达18.54%,而1506合约跌(die)(die)(die)幅(fu)也(ye)有(you)17.31%。尽管短期甲醇(chun)(chun)不(bu)断(duan)(duan)积聚超跌(die)(die)(die)反(fan)弹动力(li),但(dan)由于(yu)缺乏利多支撑,预计(ji)跌(die)(die)(die)势尚(shang)未(wei)完结。  原(yuan)油(you)失(shi)去(qu)最后(hou)一根救命稻草  随着欧(ou)佩(pei)克组织在(zai)月底宣布(bu)维持现(xian)(xian)有(you)产能(neng)不(bu)变后(hou),国际(ji)油(you)价(jia)失(shi)去(qu)了最后(hou)一根救命稻草,油(you)价(jia)企稳无望(wang)转(zhuan)而再度(du)暴(bao)跌(die)(die)(die)。而国际(ji)能(neng)源署(EIA)非但(dan)不(bu)“保驾勤王”,反(fan)而“落井下(xia)(xia)石(shi)”,导致(zhi)油(you)价(jia)加(jia)(jia)速下(xia)(xia)跌(die)(die)(die)。  IEA在(zai)上周五(wu)公布(bu)的(de)(de)(de)月度(du)石(shi)油(you)市(shi)(shi)场报(bao)(bao)告中指出,原(yuan)油(you)可(ke)能(neng)面临进一步下(xia)(xia)行压(ya)力(li)。其中,非欧(ou)佩(pei)克产油(you)国的(de)(de)(de)石(shi)油(you)供应(ying)增(zeng)长(zhang)会(hui)使全球(qiu)油(you)市(shi)(shi)供大(da)(da)于(yu)求矛(mao)盾加(jia)(jia)剧,预计(ji)供应(ying)过剩量约为(wei)120万(wan)桶/天。而且(qie),IEA还将2015年全球(qiu)石(shi)油(you)日(ri)需(xu)求增(zeng)量预期下(xia)(xia)调23万(wan)桶,至90万(wan)桶。这为(wei)近(jin)五(wu)个月来EIA第四次下(xia)(xia)调2015年需(xu)求。  毋庸置(zhi)疑,目前(qian)原(yuan)油(you)供需(xu)失(shi)衡趋于(yu)恶(e)化(hua)已经成为(wei)引(yin)领油(you)价(jia)大(da)(da)幅(fu)下(xia)(xia)挫的(de)(de)(de)根本因(yin)素。而作为(wei)能(neng)源龙头,原(yuan)油(you)重挫间(jian)接对天然气价(jia)格产生巨大(da)(da)压(ya)力(li),天然气价(jia)格跟(gen)跌(die)(die)(die)现(xian)(xian)象明(ming)显。海外(wai)甲醇(chun)(chun)由于(yu)主要以(yi)(yi)天然气为(wei)原(yuan)料,报(bao)(bao)价(jia)在(zai)近(jin)十日(ri)也(ye)呈现(xian)(xian)快速下(xia)(xia)跌(die)(die)(die)状态。其中,甲醇(chun)(chun)FOB美国海湾报(bao)(bao)价(jia)跌(die)(die)(die)幅(fu)达9.45%,而CFR中国主港则下(xia)(xia)挫9.97%。目前(qian)来看(kan),在(zai)原(yuan)油(you)加(jia)(jia)速下(xia)(xia)跌(die)(die)(die)的(de)(de)(de)背景(jing)下(xia)(xia),甲醇(chun)(chun)价(jia)格企稳缺乏支撑。

    甲(jia)醇(chun)(chun)制(zhi)(zhi)(zhi)烯(xi)(xi)烃(ting)(Methanol to Olefins,MTO)和(he)(he)甲(jia)醇(chun)(chun)制(zhi)(zhi)(zhi)丙烯(xi)(xi)(Methanol to Propylene)是(shi)(shi)两个重要的(de)(de)(de)(de)(de)C1化(hua)(hua)(hua)(hua)工(gong)新工(gong)艺(yi), 是(shi)(shi)指以(yi)(yi)煤(mei)或天(tian)然(ran)(ran)(ran)气(qi)(qi)合成的(de)(de)(de)(de)(de)甲(jia)醇(chun)(chun)为(wei)(wei)原料,借助类(lei)似(si)催(cui)(cui)化(hua)(hua)(hua)(hua)裂化(hua)(hua)(hua)(hua)装(zhuang)置(zhi)(zhi)的(de)(de)(de)(de)(de)流化(hua)(hua)(hua)(hua)床(chuang)反(fan)(fan)(fan)应(ying)(ying)形式,生产(chan)低(di)碳烯(xi)(xi)烃(ting)的(de)(de)(de)(de)(de)化(hua)(hua)(hua)(hua)工(gong)技术。  上世纪七十年(nian)代(dai)美国Mobil公(gong)(gong)(gong)司(si)在研究(jiu)甲(jia)醇(chun)(chun)使(shi)用ZSM-5催(cui)(cui)化(hua)(hua)(hua)(hua)剂(ji)(ji)转化(hua)(hua)(hua)(hua)为(wei)(wei)其它(ta)含氧(yang)化(hua)(hua)(hua)(hua)合物(wu)(wu)时,发(fa)现(xian)了(le)甲(jia)醇(chun)(chun)制(zhi)(zhi)(zhi)汽油(you)(Methanol to Gasoline,MTG)反(fan)(fan)(fan)应(ying)(ying)。1979年(nian),新西兰政府利用天(tian)然(ran)(ran)(ran)气(qi)(qi)建成了(le)全球首(shou)套MTG装(zhuang)置(zhi)(zhi),其能力为(wei)(wei)75万吨/年(nian),1985年(nian)投(tou)入(ru)运行,后因经(jing)(jing)济原因停产(chan)。  从MTG反(fan)(fan)(fan)应(ying)(ying)机(ji)理(li)分析(xi),低(di)碳烯(xi)(xi)烃(ting)是(shi)(shi)MTG反(fan)(fan)(fan)应(ying)(ying)的(de)(de)(de)(de)(de)中间产(chan)物(wu)(wu),因而MTG工(gong)艺(yi)的(de)(de)(de)(de)(de)开(kai)(kai)(kai)发(fa)成功促(cu)进(jin)了(le)MTO工(gong)艺(yi)的(de)(de)(de)(de)(de)开(kai)(kai)(kai)发(fa)。国际(ji)上的(de)(de)(de)(de)(de)一些(xie)知名石(shi)化(hua)(hua)(hua)(hua)公(gong)(gong)(gong)司(si),如(ru)Mobil、BASF、UOP、Norsk Hydro等公(gong)(gong)(gong)司(si)都投(tou)入(ru)巨资进(jin)行技术开(kai)(kai)(kai)发(fa)。  Mobil公(gong)(gong)(gong)司(si)以(yi)(yi)该公(gong)(gong)(gong)司(si)开(kai)(kai)(kai)发(fa)的(de)(de)(de)(de)(de)ZSM-5催(cui)(cui)化(hua)(hua)(hua)(hua)剂(ji)(ji)为(wei)(wei)基础,最早研究(jiu)甲(jia)醇(chun)(chun)转化(hua)(hua)(hua)(hua)为(wei)(wei)乙烯(xi)(xi)和(he)(he)其它(ta)低(di)碳烯(xi)(xi)烃(ting)的(de)(de)(de)(de)(de)工(gong)作,然(ran)(ran)(ran)而,取得(de)突破性进(jin)展(zhan)的(de)(de)(de)(de)(de)是(shi)(shi)UOP和(he)(he)Norsk Hydro两公(gong)(gong)(gong)司(si)合作开(kai)(kai)(kai)发(fa)的(de)(de)(de)(de)(de)以(yi)(yi)UOP MTO-100为(wei)(wei)催(cui)(cui)化(hua)(hua)(hua)(hua)剂(ji)(ji)的(de)(de)(de)(de)(de)UOP/Hydro的(de)(de)(de)(de)(de)MTO工(gong)艺(yi)。  国内科(ke)(ke)研机(ji)构,如(ru)中科(ke)(ke)院(yuan)大连化(hua)(hua)(hua)(hua)物(wu)(wu)所、石(shi)油(you)大学、中国石(shi)化(hua)(hua)(hua)(hua)石(shi)油(you)化(hua)(hua)(hua)(hua)工(gong)科(ke)(ke)学研究(jiu)院(yuan)等亦开(kai)(kai)(kai)展(zhan)了(le)类(lei)似(si)工(gong)作。其中大连化(hua)(hua)(hua)(hua)物(wu)(wu)所开(kai)(kai)(kai)发(fa)的(de)(de)(de)(de)(de)合成气(qi)(qi)经(jing)(jing)二甲(jia)醚制(zhi)(zhi)(zhi)低(di)碳烯(xi)(xi)烃(ting)的(de)(de)(de)(de)(de)工(gong)艺(yi)路(lu)线(SDTO)具(ju)独创性,与传统合成气(qi)(qi)经(jing)(jing)甲(jia)醇(chun)(chun)制(zhi)(zhi)(zhi)低(di)碳烯(xi)(xi)烃(ting)的(de)(de)(de)(de)(de)MTO相比较,CO转化(hua)(hua)(hua)(hua)率高,达(da)90%以(yi)(yi)上,建设投(tou)资和(he)(he)操作费用节省50%~80%。当采用D0123催(cui)(cui)化(hua)(hua)(hua)(hua)剂(ji)(ji)时产(chan)品以(yi)(yi)乙烯(xi)(xi)为(wei)(wei)主(zhu),当使(shi)用D0300催(cui)(cui)化(hua)(hua)(hua)(hua)剂(ji)(ji)是(shi)(shi)产(chan)品以(yi)(yi)丙烯(xi)(xi)为(wei)(wei)主(zhu)。一、催(cui)(cui)化(hua)(hua)(hua)(hua)反(fan)(fan)(fan)应(ying)(ying)机(ji)理(li)  MTO及(ji)MTG的(de)(de)(de)(de)(de)反(fan)(fan)(fan)应(ying)(ying)历程主(zhu)反(fan)(fan)(fan)应(ying)(ying)为(wei)(wei):  2CH3OH→C2H4+2H2O  3CH3OH→C3H6+3H2O  甲(jia)醇(chun)(chun)首(shou)先脱水为(wei)(wei)二甲(jia)醚(DME),形成的(de)(de)(de)(de)(de)平衡混合物(wu)(wu)包括(kuo)甲(jia)醇(chun)(chun)、二甲(jia)醚和(he)(he)水,然(ran)(ran)(ran)后转化(hua)(hua)(hua)(hua)为(wei)(wei)低(di)碳烯(xi)(xi)烃(ting),低(di)碳烯(xi)(xi)烃(ting)通过氢转移、烷(wan)基化(hua)(hua)(hua)(hua)和(he)(he)缩(suo)聚反(fan)(fan)(fan)应(ying)(ying)生成烷(wan)...
